Abstract

The BCL program is an initiative of the Ministry of Maritime Affairs and Fisheries (KKP) to reduce plastic waste in the sea and encourage the implementation of the blue economy through the participation of fishermen and coastal communities. This study aims to evaluate the effectiveness of program implementation using the CIPP (Context, Input, Process, Product) model with a mixed-methods approach through surveys, interviews, and observations in 22 implementation locations in 2024. The results of the analysis showed that all aspects of the evaluation were in the "very good" category on the average score with, a range between 91,52%-95,65%. The context aspect shows strong support from the central and local governments as well as alignment with SDG 14 (Life Below Water). The input aspect emphasizes the competence of human resources and the effectiveness of pentahelix collaboration. The process aspect shows that the implementation of socialization, training, and community participation is running optimally. The product aspect shows an increase in coastal cleanliness, environmental awareness, and economic benefits through recycling activities. Nevertheless, it is still necessary to strengthen the sustainability of funding, monitoring mechanisms, and community independence. From the results of the study, the BCL program shows a positive trend in the coastal governance model based on pentahelix collaboration and empowerment, and is recommended to be integrated with other national programs such as Healthy Waste-Free Sea (Sebasah Sea) to strengthen the sustainability of Indonesia's marine environment.
